Short answer: In Dubai, a Pilates studio licensed as a sports establishment needs a Dubai Sports Council (DSC) permit, and its trade licence cannot be issued or renewed without DSC authorisation. Its coaches must be in the DSC register. These rules come from Executive Council Resolution No. (1) of 2020, which also applies in free zones.
Setup-agency articles often quote DSC timelines and costs without a source. We quote the resolution itself and say where it is silent: Executive Council Resolution No. (1) of 2020 Regulating Sports Establishments and Sports Events in the Emirate of Dubai, issued on 7 January 2020. All quotes were last checked on 27 September 2026.
Which law regulates Pilates studios in Dubai?
The resolution covers sports establishments and sports events across the emirate. Article 2 sets its reach: “The provisions of this Resolution will apply throughout the Emirate, including in Special Development Zones and free zones such as the Dubai International Financial Centre.”
Two definitions in Article 1 matter for a Pilates studio:
- Sports Establishment: “Any Company or corporation licensed in the Emirate to conduct a sports activity for commercial or non-commercial purposes. This includes, without limitation, Sports Clubs, Sports Companies, Sports Academies, Sports Centres, and Physical Fitness Centres.”
- Physical Fitness Centre: “A Sports Establishment specialised in improving and raising physical fitness and health through providing the gear, equipment, and qualified staff required for this purpose.”
A studio selling Pilates classes to the public will usually be assessed within these definitions, but DSC and your licensing authority decide the classification.

What does a Dubai Sports Council permit for a Pilates studio require?
Article 6(a) lists seven conditions, quoted below. The “what to prepare” column is our practical reading, not legal advice.

Article 6(b) allows a provisional route: DSC “may, where required and subject to the relevant rules approved by the Chairman, issue a Permit to a Sports Establishment that does not satisfy all the requirements”, with a grace period. If the requirements are still unmet when that period ends, “the Permit will be deemed revoked.”
Article 8 leaves the procedure and document list to a separate resolution of the DSC Secretary General, which we have not reviewed. Ask DSC or your setup specialist for the current list.
How long is the permit valid, and what if you buy or move a studio?
- Validity: “A Sports Establishment Permit will be valid for a period of one (1) year, renewable for the same period.” (Article 9)
- Buying an existing studio: “A Permit may not be assigned to any Person without first obtaining the approval of the DSC.” (Article 10)
- Moving or renovating: an establishment must “not construct or take lease of new premises, or make changes to its existing premises, without first obtaining the relevant approval of the DSC.” (Article 15(14))
- Adding activities: an establishment must “not conduct any sports activity that is not stated in its Permit without first obtaining the relevant approval of the DSC.” (Article 15(2)) This matters for gyms and hotels adding a Pilates room.
Do Pilates instructors need to be registered with the Dubai Sports Council?
Yes, if they work at a sports establishment. Article 11 says: “Registration in the Register is a prerequisite for coaches and professional staff members to work at Sports Establishments.” Article 15 adds three duties for the studio:
- “create, and regularly update, a record of its coaches and professional staff” (item 9)
- “follow up the registration of its coaches and professional staff in the Register” (item 10)
- “not hire any coach or professional staff member who is not registered in the Register” (item 12)
The registration conditions are set by a separate resolution of the DSC Chairman (Article 11), which we have not reviewed. Confirm current documents and fees with DSC before making a job offer.
About REPs UAE: the resolution does not mention REPs UAE, and we could not verify how it relates to the DSC register, so ask DSC. For transparency: Code Pilates teacher training is NPCP-verified, the school is not REPs-approved, and our founder’s REPs UAE registration is personal. No teacher training, including ours, places anyone on the DSC register by itself.
What are the fines?
A schedule attached to the resolution sets a fixed fine per violation. Examples relevant to studios:

On repeat violations, Article 19 says: “Upon repetition of the same violation within one (1) year from the date of the previous violation, the amount of the fine will be doubled. A doubled fine must not exceed one hundred and fifty thousand Dirhams (AED 150,000.00).” Article 19 also allows administrative measures, including suspension of activity and revocation of the permit.
Which common claims could we not verify?
The resolution contains none of the following, which setup-agency articles often state. Confirm them with DSC or your licensing authority:
- DSC processing times in working days.
- Total approval cost ranges.
- Fees for registering a coach.
- That REPs UAE registration is mandatory for every fitness professional.
What Code Pilates does, and what we don’t do

- We don’t: apply for permits, advise on legal, tax or company matters, or guarantee approvals, timelines or results.
Checklist before you apply

- ☐ Write the activities, objectives and financial plan study (Art. 6(a)(1))
- ☐ Have a specialist check the premises before you sign the lease
- ☐ Build the equipment list from your class formats
- ☐ Check instructors’ DSC register eligibility before hiring
- ☐ Keep a current coach and staff record, and arrange insurance with an insurer licensed in Dubai
- ☐ Add the permit renewal date to your calendar (valid one year)
- ☐ Ask DSC before moving, renovating or adding activities
Our advice before you apply
- Check the premises before the lease, not after. Have the space reviewed against official requirements before you sign.
- Check the register before you make a job offer. An international certificate does not replace the DSC register step.
- Write one plan for two readers. A bank-ready business plan can also serve the Article 6 study if class formats and objectives are explicit.
- Do not assume your existing permit covers Pilates. Gyms and hotels adding Reformers should ask DSC first (Article 15(2)).

Do I need a Dubai Sports Council permit to open a Pilates studio?
If your studio is licensed as a sports establishment, yes. Under Article 5(c) of Resolution No. (1) of 2020, the licensing authority may not issue or renew such a licence without DSC authorisation. A studio selling Pilates classes to the public will usually be assessed this way, but DSC and your licensing authority confirm the classification.
Does the resolution apply in Dubai free zones?
Yes. Article 2 says the resolution applies “throughout the Emirate, including in Special Development Zones and free zones such as the Dubai International Financial Centre.” A free-zone licence does not take a Pilates studio outside the DSC rules. Your free-zone authority and setup specialist can explain how the DSC step fits their process.
Can I hire a Pilates instructor who is not in the DSC register?
No. Article 11 makes registration “a prerequisite for coaches and professional staff members to work at Sports Establishments”, and Article 15(12) forbids hiring anyone who is not registered. The schedule sets a fine of AED 10,000 for this violation, doubled for a repeat within one year. Check register eligibility before you make an offer.
How long does DSC approval take, and what does it cost?
The resolution does not state processing times or approval fees, and we could not verify the figures quoted by setup agencies. The only amounts in the resolution are the fines in its schedule. Ask DSC or your licensing authority for current timelines and fees, and treat any unsourced figure as an estimate.
Is REPs UAE registration required for Pilates instructors in Dubai?
The 2020 resolution refers to a DSC register and does not mention REPs UAE. We could not verify how the two relate, so ask DSC directly. Code Pilates teacher training is NPCP-verified; the school is not REPs-approved. Completing a training programme does not by itself register anyone with DSC.
