How to Open a Pilates Studio in Dubai (2026 Guide)

This guide takes you from studio idea to opening day in Dubai. It separates what the law says from what we recommend, and links every legal fact to an official source.

At a glance

• Your business licence comes from the Department of Economy and Tourism (DET) on the Dubai mainland, or from the free zone’s own authority. [4][7]
• A licensing authority may not issue or renew a sports establishment’s licence without Dubai Sports Council (DSC) authorisation. This applies across Dubai, including free zones such as DIFC. [1]
• Coaches must be registered in the DSC Register before they work at a sports establishment. [1]
• Dubai Municipality’s fitness-centre guideline is at version 5, issued 14 April 2026. [2]

• No official page we found names the licence activity for Pilates. Confirm it in writing with your licensing authority and the DSC.

Step 1: Define your studio concept and test the market

Practical guidance

• Decide the format: mat only, equipment-based (for example reformer), or both.
• Decide the balance of group classes and private sessions.
• The format drives floor area, fit-out, equipment, staffing and timetable.
• Map nearby studios: class types, timetable gaps and price points.
• Check client access: parking, public transport and building hours.

Official rule

• The DSC permit application needs “a study stating the activities, objectives, and financial plan” of the business (Resolution 1/2020, Art. 6(a)(1)). [1] Write it early.

Step 2: Choose your licensing route: mainland or free zone

Official rule

• DET’s business licensing covers the “requirements to launch your Dubai mainland company”. [4]
• Invest in Dubai, the government set-up platform, says you can set up a company “on the ‘mainland’ or in a free zone”. [6]
• It describes the mainland as the route “if you’re looking to trade within the UAE, or prefer not to be within a free zone”. [5]
• In a free zone, you “apply online through the website of the respective free zone authority for a business licence”. [7]
• Not every free zone registers every type of company. [7]
• A free zone company “is not permitted to carry out business outside the free zone, i.e. on the mainland” unless it first gets permission from its free zone authority and then meets the emirate’s economic department licensing requirements. [8]

Practical guidance

• A studio lives at one address. Choose the area where your clients are, then check which authority licenses that address.
• Ask that authority in writing which activity covers Pilates classes, and whether it needs DSC approval.

Step 3: Get the Dubai Sports Council permit

Official rule

• The law is Executive Council Resolution No. (1) of 2020 Regulating Sports Establishments and Sports Events in the Emirate of Dubai, issued 7 January 2020. [1]
• A “Sports Establishment” is any company licensed in Dubai to conduct a sports activity. The definition includes Physical Fitness Centres (Art. 1). [1]
• A “Physical Fitness Centre” improves “physical fitness and health through providing the gear, equipment, and qualified staff required for this purpose” (Art. 1). [1]
• The resolution applies “throughout the Emirate, including in Special Development Zones and free zones such as the Dubai International Financial Centre” (Art. 2(a)). [1]
• “A Licensing Authority may not issue or renew the Licence of a Sports Establishment … without first obtaining authorisation from the DSC” (Art. 5(c)). [1]

What the permit requires (Art. 6(a))

1. A study of activities, objectives and financial plan.
2. Suitable premises meeting DSC, planning, construction, health and safety, and environmental rules.
3. Qualified administrative and professional staff.
4. All equipment and fittings for the activity, at the premises.
5. All required government approvals.
6. Insurance from an insurer licensed in Dubai, covering damage from the sports activities.
7. Any other conditions set by the DSC Chairman. [1]

Other rules

• The permit is valid for one year and is renewable (Art. 9(a)). [1]
• It cannot be assigned to another person without DSC approval (Art. 10). [1]
• Fines follow a schedule. A repeat violation within a year doubles the fine, up to AED 150,000 (Art. 19). [1]

How applications work now

• The UAE Ministry of Sports says Dubai sports-establishment approvals moved “to the Dubai Sports Council, and then to the Invest in Dubai platform”. Its Dubai contact is licensing@dubaisc.ae, 04 510 5555. [10]
• Dubai Development Authority Circular 635 (23 September 2025) tells its business partners that the “Health Club / Fitness Centre” activity needs external DSC approval for new registrations, renewals and activity amendments. [9]

Not verified: the DSC’s current documents, fees and timelines, and whether it classifies a Pilates studio as a Physical Fitness Centre (the DSC classifies fitness centres, Art. 4(a)(13)). [1] Ask the DSC.

Step 4: Secure premises the regulators will accept

Official rule

• A permitted sports establishment must not lease new premises, or change its premises, without prior DSC approval (Art. 15(14)). [1]
• Dubai Municipality says not to modify the establishment’s approved plan without permission from the concerned authorities. [2]
• The same guideline requires compliance with Dubai Civil Defence standards and procedures. [2]
• Under Dubai Law No. (26) of 2007, lease contracts covered by the law “will be registered with RERA” (Art. 4(2)). [12]
• The Dubai Land Department’s Ejari service lets you “register or renew a Tenancy contract in the Emirate of Dubai”. [11]

Practical guidance

• Before signing, ask the landlord to confirm in writing that the unit’s permitted use suits a fitness activity.
• Check sound transfer to neighbours, ventilation capacity, showers and changing space.
• Have fit-out drawings reviewed against Step 5 before work starts.
• Try to negotiate a fit-out period in the lease.

Step 5: Fit out to Dubai Municipality’s fitness-centre guideline

Official rule

• The current guideline is DM-HSD-GU13-FCC2, “Technical Guidelines on Health and Safety Requirements for Fitness Centers (Men and Women)”, version 5, issued 14 April 2026. [2][3]
• It “applies to all men’s and women’s fitness establishments in the Emirate of Dubai”. [2]
• Activities may start only after permits and licences are issued. Services must match the licensed activities. [2]
• The establishment must comply with DSC rules on fitness centres. [2]
• Records to show on request: trade licence, staff list, valid occupational health certificates (Dubai Health requirements) and ventilation inspection reports. [2]
• Fire extinguishers must be valid, suitable and easy to reach. Exit signs must be clear. [2]
• Electrical appliances and connections must be safe and approved. [2]
• A first aid box must meet Dubai Corporation for Ambulance Services requirements. [2]
• “A minimum of (1) meters of safety distance must be left between sports equipment.” [2]
• All areas need effective mechanical ventilation, inspected at least quarterly. Fresh air units must stay on during opening hours. [2]
• Noise must stay within limits set by the relevant authorities. [2]

Practical guidance

• Plan your layout around the 1-metre rule early. It decides how many stations fit.
• Ask Dubai Municipality how the distance is measured for your equipment.

Step 6: Choose your equipment

Official rule

• The DSC permit requires all equipment for your activity at the premises (Art. 6(a)(4)). [1]
• Dubai Municipality requires periodic maintenance of equipment, including manual equipment. [2]

Practical guidance

• Buy for your class plan. Each station should earn its floor space.
• Compare commercial warranty, local service, spare parts and delivery time.
• Compare landed cost: price, shipping, customs and installation.
• Keep a maintenance log from day one.

Step 7: Build a qualified, registered team

Official rule

• “Registration in the Register is a prerequisite for coaches and professional staff members to work at Sports Establishments” (Art. 11(b)). [1]
• An establishment must “not hire any coach or professional staff member who is not registered in the Register” (Art. 15(12)). [1]
• It must keep a record of its coaches and follow up their registration (Art. 15(9)–(10)). [1]
• Staff need valid occupational health certificates. [2]

About REPs UAE

REPs UAE is a voluntary register of exercise professionals. We found no official source that makes it mandatory or says it is the DSC Register. Ask the DSC which registration it accepts.

Practical guidance

• Hire instructors with comprehensive training on the equipment you will use.
• Check certificates before making an offer.
• Budget for continuing education and first aid training.

Step 8: Arrange insurance and tax registration

Official rule

• The DSC permit needs insurance from an insurer licensed in Dubai (Art. 6(a)(6)). [1]
• VAT is charged at a standard 5%. [14]
• VAT registration is mandatory when taxable supplies and imports exceed AED 375,000 in the previous 12 months, or will in the next 30 days. [13]
• Voluntary VAT registration is possible above AED 187,500. [13]
• Corporate Tax applies to financial years starting on or after 1 June 2023. All taxable persons, including free zone persons, must register. [17]
• The rate is 0% on taxable income up to AED 375,000 and 9% above. [15][16]
• Small Business Relief can apply when revenue is AED 3,000,000 or less in the current and all previous tax periods. It must be elected each period. [18]
• Qualifying Free Zone Persons, and members of multinational groups with consolidated revenue above AED 3.15 billion, cannot elect it. [18]
• On 7 August 2026, the Ministry of Finance extended Small Business Relief to tax periods ending on or before 31 December 2029 (Ministerial Decision No. 131). [19]

Practical guidance

• Ask your broker about public and professional liability cover.
• Track revenue monthly against the VAT threshold.
• Use a qualified UAE tax adviser, especially if you trade as an individual.

Step 9: Set up systems, policies and records

Official rule

• Do not run a sports activity that is not in your permit without DSC approval (Art. 15(2)). [1]
• Give the DSC the information it asks for and access to your records (Art. 15(15)). [1]

Practical guidance

• Choose booking and payment software early and test it with real bookings.
• Write clear policies on cancellations, packages and refunds.
• Use a client intake form.
• Keep permits, staff records and maintenance logs in one place.

Step 10: Market before you open, then launch

Practical guidance

• Start marketing once your licence route and address are confirmed.
• Introduce your instructors early. Clients choose teachers as much as studios.
• Offer a limited founding-member package and a soft-opening week.
• Track where every enquiry comes from.

Official rule

• Organising a “Sports Event” in Dubai needs a DSC permit (Art. 5(a)). [1] A launch event may count as one, so check with the DSC first.

Questions and answers

Do I need a Dubai Sports Council permit to open a Pilates studio?

A licensing authority may not issue or renew a sports establishment’s licence without DSC authorisation. [1] Confirm with the DSC how it classifies your studio.

Does the DSC rule apply in free zones?

Yes. Resolution 1/2020 applies throughout Dubai, “including in Special Development Zones and free zones such as the Dubai International Financial Centre”. [1]

Must Pilates instructors be registered?

Coaches and professional staff must be in the DSC Register before they work, and studios may not hire unregistered coaches. [1]

Is REPs UAE registration mandatory?

What is the licence activity code for a Pilates studio?

Will my studio pay Corporate Tax?
