Pilates Teacher Training and Studio Rules in the GCC (2026): UAE, Saudi Arabia, Qatar, Bahrain, Oman and Kuwait

Last checked: 6 October 2026. This article is general information, not legal or tax advice; confirm every requirement with the competent authority in your country before you act.

If you want to teach Pilates in the Gulf, two questions come first: where can I train properly, and what do I need before I teach or open a studio? The answers differ by country, and several are changing in 2026.

This guide brings together what we confirmed on official pages for the UAE (federal, Dubai, Abu Dhabi), Saudi Arabia, Qatar, Bahrain, Oman and Kuwait, shows where Code Pilates Academy’s Dubai trainings fit, and gives a neutral checklist for choosing a course. Where we could not verify a rule, we say so.

Key facts

  • Dubai: no sports establishment licence, fitness centres included, is issued or renewed without Dubai Sports Council (DSC) authorisation, and coaches must be in the DSC Register (Executive Council Resolution No. 1 of 2020).
  • UAE: sports professions may not be practised without a government licence (Federal Law No. 4 of 2023, Art. 51).
  • Abu Dhabi: since 23 September 2026, Abu Dhabi Sports Council has the mandate to license sports establishments and sports professionals; regulations are still to come.
  • Saudi Arabia: the new Sports Law (Royal Decree No. M/121) gives one year from entry into force to regularise; a draft licensing regulation is under consultation.
  • Qatar: the Ministry of Sports and Youth issues one-year licences for private sports centres (QAR 1,000 new).
  • Bahrain: “Fitness/Yoga Instruction” needs municipal site approval and an approval of sports facilities.
  • Oman and Kuwait: fitness centres are a licensed activity in Oman; Kuwait’s official rules could not be verified.
  • A certificate is not a licence: our Comprehensive pathway is 520 hours, but no private certificate is a government licence in any GCC country.

Why are Pilates teacher training options limited in the Gulf?

Comprehensive Pilates teacher training is practical: trainees need hours on the mat and on equipment such as the reformer, an experienced educator, and a host studio with enough apparatus. Smaller markets therefore see fewer intakes.

When we reviewed public course listings for Kuwait, Qatar, Bahrain and Oman in October 2026, many results were social-media posts or directory entries, and some course pages showed past dates or programmes on hold. Dubai had the widest in-person choice we found.

The rules are also moving, in Abu Dhabi and Saudi Arabia especially. If no suitable course runs in your country, the practical options are to train in Dubai or abroad, or to combine live online sessions with in-person modules.

Can you train with Code Pilates Academy if you live in the Gulf?

Yes. Code Pilates Academy is based in Dubai and runs in-person teacher trainings there in English, alongside live online sessions (we also teach in Türkiye and in Charleroi, Belgium). From elsewhere in the GCC, you can travel to Dubai for the in-person modules and join live online sessions from home where offered.

  • Comprehensive pathway: 520 hours in total.
  • Starting module: MAT 1 + Movement Foundations, 24 hours.
  • Entry requirements: 18 or older, with a high-school diploma.
  • Assessment: a final written and practical exam after all modules (pass mark 70), plus a certificate of attendance for each module.
  • External listing: our Mat and Comprehensive pathways appear in the NPCP School Directory as a “Verified Teacher Training Program” (Ref. 16471).

Current Dubai dates, formats and the language of each session are on our Pilates teacher training page.

One point applies across the Gulf: Code Pilates Academy certificates are private professional-development qualifications. They are not a government licence to practise and do not authorise anyone to open a sports facility in any GCC country; any required licence or registration comes from that country’s authority.

What are the official rules for Pilates studios and instructors in each GCC country?

We list only what we read on official pages ourselves (checked 6 October 2026; Dubai studio rules 26 September 2026). “Not verified” means: ask the authority.

UAE: what does federal law say about sports professions?

Federal Law No. (4) of 2023 Concerning Sports (Art. 51) says sports professions may not be practised without a licence from the government entities concerned. Its Executive Regulation (Cabinet Resolution No. (46) of 2024) lists professions including “Sports Trainer” and “Sports personal coach”, bars sports entities from employing unlicensed people, and requires, among other things, a recognised certificate and authority-approved training courses.

The Ministry of Sports issues a “License for Sports Profession Practice” via UAE Pass, based on approval from a registered sports body or, where no federation exists, specialised certificates approved by official authorities. “Pilates instructor” is not named in the list, so ask the Ministry how it classifies your role. Its facility licence page notes that Dubai approvals have moved to Dubai Sports Council and Invest in Dubai.

Dubai: what do you need to open a Pilates studio?

Executive Council Resolution No. (1) of 2020 regulates sports establishments, including physical fitness centres, across Dubai and its free zones.

  • Two approvals: a trade licence from the Department of Economy and Tourism (DET) or a free zone, plus DSC authorisation, without which the licence may not be issued or renewed (Art. 5(c)).
  • DSC no-objection certificate: requested online via UAE Pass by a DET- or free-zone-licensed company; valid one year, renewable.
  • Conditions (Art. 6): a study with a financial plan, suitable premises, qualified staff, equipment on site, and insurance from a Dubai-licensed insurer.
  • DDA zones: Dubai Development Authority Circular 635 (2025) requires DSC approval for “Health Club / Fitness Centre” registrations, renewals and amendments.
  • Fit-out: Dubai Municipality’s guideline (version 5, April 2026) requires at least 1 metre between sports equipment.

Dubai: do Pilates instructors need to register?

Yes, if they work at a sports establishment. Article 11 makes registration in the DSC Register a prerequisite for coaches and professional staff, and Article 15(12) bars hiring unregistered coaches (listed fine: AED 10,000).

REPs UAE describes itself as the independent public register for UAE fitness professionals, set up with Dubai Sports Council’s support. We found no official source making it mandatory or equating it with the DSC Register; ask the DSC which registration it accepts.

Abu Dhabi: what changed in September 2026?

On 23 September 2026, Abu Dhabi’s Executive Council gave Abu Dhabi Sports Council the mandate for “regulating and licensing sporting establishments and entities” and for accrediting and licensing sports professionals. Its board will draft the regulations for Executive Council approval; until then, confirm the current process with the council before signing a lease or contract.

Saudi Arabia: what does the new Sports Law mean?

The Sports Law was approved by Council of Ministers Resolution No. 414, issued by Royal Decree No. M/121 and published in Umm Al-Qura in December 2025. Individuals and entities it covers must regularise their status within one year of its entry into force; the Minister of Sport can extend this by an equal period.

The Ministry of Sport has also posted a draft regulation on sports professional licences and the accreditation of sports training programmes on the Istitlaa consultation platform. We confirmed only its title, not its content or adoption, and could not verify the facility licensing process; check both with the Ministry.

Qatar: which licences does the Ministry of Sports and Youth issue?

MSY e-services include licences for private sports centres, private commercial clubs, physical and motor development centres, and “sports-cadre qualification centres”. Licences last one year; for a private sports centre the fee is QAR 1,000 for a new application and QAR 100 for renewal. Individual applicants must be Qatari; companies may apply. Documents include the responsible manager’s qualifications. We found no trainer-registration rule.

Bahrain: what approvals does a Pilates studio need?

On the Sijilat portal, “Fitness/Yoga Instruction” (code 854106) requires municipal site approval, then an approval of sports facilities from the sports authority’s Legal Affairs and Licensing Directorate. Conditions include “specialized trainers with scientific and practical experience” and good-conduct certificates; 100% foreign ownership is allowed. We found no instructor register.

Oman: is a fitness studio a licensed activity?

The Oman Business Platform lists “Fitness centers” (ISIC 931101) as a licensed activity open to foreign investors in LLCs, without naming the licensing authority. The Ministry of Culture, Sports and Youth e-services portal listed no gym or trainer licence. Oman REPs describes itself as an independent public register; we found nothing making registration mandatory.

Kuwait: what are the rules?

We could not verify Kuwait’s official requirements for Pilates studios or instructors; the official portals we tried were not accessible. Ask the Public Authority for Sport and the body that will issue your commercial licence directly, and get the answer in writing.

Everywhere, a studio permit does not license its instructors, and a training certificate does not license a studio.

How do you choose a Pilates teacher training if you live in the Gulf?

Ask every provider the same questions, in Dubai or elsewhere:

  1. Start with where you will teach and check its rules first, such as the DSC Register in Dubai.
  2. Compare total hours and their content: supervised practice, observation, practice teaching, and which apparatus is covered.
  3. Ask how you are assessed: written and practical exams, and the document you receive per module.
  4. Verify every recognition claim. If a course claims approval by a ministry, register or directory, ask for the reference and check it on the official site.
  5. Plan logistics: language of instruction, in-person versus live online parts, travel, and practice time between modules.
  6. Ask about support afterwards: continuing education, mentoring and help preparing for local registration.

Our guide to Pilates certification recognition explains the difference between private certificates, external listings and government licences.

What are the first steps to open a Pilates studio in the GCC?

  1. Choose the city, then the authorities: who issues the commercial licence and which sports approval applies (DSC in Dubai, MSY in Qatar, sports-facility approval in Bahrain).
  2. Write a business study with a financial plan; Dubai’s DSC permit requires one.
  3. Confirm the premises before you sign. In Dubai, a permitted sports establishment may not lease new premises without prior DSC approval.
  4. Plan the layout to local rules, such as Dubai Municipality’s 1-metre spacing between equipment.
  5. Hire instructors who meet local registration or licence rules, and keep records.

A feasibility study for your Pilates studio is the usual starting point before you commit to a lease.

Frequently asked questions

Is a Pilates teacher training certificate a licence to teach in the UAE?

No. A private certificate, including a Code Pilates Academy certificate, is a professional-development qualification, not a government licence. In Dubai, coaches working at a sports establishment must be in the Dubai Sports Council Register, and federal law requires a licence to practise a sports profession.

Do I need to register with Dubai Sports Council to teach Pilates in Dubai?

Yes, if you work at a sports establishment in Dubai. Executive Council Resolution No. 1 of 2020 makes registration in the DSC Register a prerequisite for coaches and professional staff, so ask the DSC which documents it accepts for your role.

Is REPs UAE registration mandatory?

REPs UAE describes itself as an independent public register set up with the support of Dubai Sports Council. We found no official source that makes it mandatory, so ask the DSC which registration it accepts.

Can I open a Pilates studio in Saudi Arabia in 2026?

The new Sports Law gives individuals and entities one year from its entry into force to regularise their status, and a draft regulation on sports professional licences has been under public consultation. We could not verify the current facility licensing steps on an official page, so confirm them with the Ministry of Sport first.

What are the rules for Pilates studios in Kuwait?

We could not verify Kuwait’s official requirements. Contact the Public Authority for Sport and the body that will issue your commercial licence, and get their answer in writing.

Can I train with Code Pilates if I live in Qatar, Bahrain, Oman or Kuwait?

Yes. You can attend the in-person modules in Dubai, which are taught in English, and join live online sessions where the programme offers them. Training with us does not replace any licence or registration required where you plan to teach.
